Case study (US Visa Application)
The spouse of a US citizen located in Hong Kong (e.g a Philipino in Hong Kong) would like to apply for US spousal visa. The spouse will have to make an affirmation/ affidavit to swear on oath as evidence that the marital relationship is genuine and bona fide and is not an arranged or fake relationship.
The affirmation/ affidavit has to be signed by the affirmant (located in Hong Kong) before a notary public in Hong Kong. The notary public will sign and affix official seal on the affirmation/ affidavit as witness after taking the oath and verifying the identity of the affirmant.
The affirmant has to check with the US authority to see if they need the affirmation / affidavit to have apostille after the affirmation/affidavit has been notarized. In Hong Kong, apostille is a stamp issued by the Hong Kong High Court as verification of the signature and official seal of the Hong Kong notary public. Some states in the US would require apostille and some states do not.

3) Address proof within recent 3 months (e.g. utility bill, bank statement)
